very high CPU usage due to system interrupts

the computer i built for my mom from spare old parts has a pretty high CPU usage being caused by system interrupts. up to 20% of the CPU is being used by it. its a Core 2 Quad 2.4ghz OC to 3.0ghz. something is really adding a load. whats the best approach for finding and fixing the issue?

I'd try working through LatencyMon and DPClat, alongside Resource Monitor:

Are you sure your OC is stable ? Have you installed all the Win7 hardware drivers ? if you have or it doesn't help try the link below
