Video enhancement/filter software/plugin

Hi, I have a number of rather low quality DivX movies, most of which are rips of old VHS tapes. Is there any software that allows for removing artifacts and generally sharpening/enhancing picture quality. Also I have access to a machine with Abobe Premier, are there any plugins for this that allow similar functionality? Thanks

Isnt adobe priemer meant to do just this? I am sure there are plug-ins though. When I searched for this(old home videos) Nothing that great came up, adobe seemed the best so you might just want to stick with it.
