Why did my PC Boot to f: NOT to C:?

I loaded WIN XP Home Upgrade and It booted as drive F;: and Drive C: came ot as 1 of my 2 DVD's. I do NOT have an a card reader or a floppy even tho it
showed floppy A: in MY Computer and when I plugged a USB floppy in it came up as Floppy B: Could Express Gate have cause this? How can I make this right? My new build si:
