Why does the downloads folder take forever to populate?

See title. Simple question - even when nearly empty.

Assuming the OS is Win7, open the Properties of the Downloads folder--> Customize tab--> Check to make sure "Optimize this folder for:" is set to General Items (assuming the majority of the contents of the folder are in fact general items).

Is it on your SSD or your storage drive? I often find that my storage drives spin down, and then it takes forever to access stuff while they spin up.
