Are mobile 2500s unlocked? PLEASE HELP!!!

OK here it goes. Ive decided to skip amd 64 and p4 to get the following.

UPDATE: I have changed the ram from 2GB of pc3200, to 1GB of PC4000. I am also changing the mainboard from gigabyte to asus a7n8x e deluxe. I will also be using an SP97 instead of an slk900.

My 2 questions are, is the mobile 2500+ unlocked?

second question: if it is, do you think i will be able to get it to 2.5Ghz (12.5X200) with the cooling i have on it at 1.75 Volts?

It is unlocked.

1. Yes, all Mobiles are unlocked.

2. That would be reasonable, though I would thinking going something like 11x220 or 11.5x220 would make more since as it would take better advantage of your RAM.
