Is there anyway this is possible to do consistantly ?? even with the celeron 1.3 chips, as long as they are new or refurbished direct from dell

What do you mean, are you trying to buy multiples over time or something? Refurb stock is limited no matter where you're buying it from.

You may wish to talk to Dell about becoming a REseller? If thats what you need.
