EP-8K3AE CPU Voltage won't go up!

In the Bios of the Epox EP-8K3AE motherboard you can adjust the CPU voltage up to 2.2v, but if I set the CPU voltage above 1.85, when I look at the PC Health status, the voltage still won't go above 1.88v . Is there anything I can do to fix this? Or has anyone else had this problem? The system specs are as follows:

Enermax 431W PSU
1700+ XP
256MB PC3000 Mushkin RAM
Epox EP-8K3AE motherboard
Thermalright AX-7 with Ys-tech fan
