why does windows freeze?

I am up to 7.5x130 but can't get the coveted 1000 MHz without windows freezing up. I recently raised the 3.3 volt busses to 3.4. Should I go for 3.5? Is a freezing windows indicative of a problem in the 3.3 volt part of the MB?
 
A little more info:

AOpen AK73--1394(A)
256 Kingmax PC150 ram
Asus V7700 AGP video
IBM 45 gig 7200 drive
Vantec heat sink w/o the 7000rpm fan I'm using a 4000 rpm fan and the temp is about 43C
newest bios and drivers that I know of
win 98se
SB Live

I have raised the 3.3v to 3.5 and still lock up at 1000MHZ. I am running stable at 7.5x130 (975) however so I guess I should be happy.
I sure would like to see 1GHz though.
 
I have closed the bridges so the cpu is recognized as a 1.85v cpu. I can and have adjusted the voltage in the bios anywhere from 1.7--1.85. I currently have it at 1.85. Interestingly, the hardware monitoring software that came with the MB (it shows temps rpm's and voltages) shows a core voltage of 1.94!! What's up with that?
 
Thats a voltage variance by your power supply, mine goes to like 1.91 when I set it to 1.85. Ok well since your already at max voltage, I dunno what more to tell you on how to overclock your CPU more.
