$150USD or less.

Be able to player TF2 on full and have HDMI.

Must also be better than a Nvidia 8600GT.

ATI or Nvidia, not fussed.

add $10 dollars more to your budget and you can get a gtx 460, which IMO is one of the best available budget cards at the moment.
