Quick RAM question

I am building a new, possibly future-proof gaming rig from scratch and am wondering if I should get:

32Gb DDR4 2800MHz, theorical CAS 15-15-15-36

or

32 Gb DDR3 2133MHz, theorical CAS 9-9-9-24

Use: 4k heavy future proof gaming on a single monitor. No video editing or graphics programs.
What I want: my PC to run very smoothly.
Budget: I will buy the best option as long as the difference is noticeable for what need to do.

Well to be most up to date on and with Intel platform.... You want to go DDR4 as it's the new thing.

No such thing as future proofing though as Most hardware is outdated in mere months.

Pretty much anything high end will have you gaming smoothly. Play at 4K you want to double up on GPU such as dual GTX 980's in SLI for example.

Make a list of the system your looking to purchase so people can Critique it!
 
I don't think you will find any 2133 CL9-9-9.
DDR3 are 1600 9-9-9 , 1866 10-10-10 , 2133 11-11-11, 2400 12-12-12 or something near ( like+/-1 here and there ).
DDR4 are 2133 CL15 as base and next 2133 CL13-13-13 , 2400 CL14-14-14, 2666 CL15-15-15, 2800 CL16-16-16 and at higher voltage 3000/3200/3400 CL15/16/17 1.35V.

With current prices best looks something like 5820K + any X99 board + 32GB DDR4-2666 CL15-15-15 1.20V or 3000 15-16-16 1.35V.

Well, DDR3 or DDR4 would depend on the platform you choose. DDR4 = X99. DDR3 = everything else. For your stated uses, gaming, I would go Z97 platform, 4790K, 16GB DDR3 1866 CL9 (32GB is massive overkill for gaming... 16 is just overkill, LOL).

Like was mentioned earlier, for 4K gaming you would want 2 980s or 2 290x GPUs.

And when you plan on purchasing is an important question as there are new CPUs and GPUs coming out by the end of 2Q.

After some research I have bought these hardware pieces (I still have to choose the RAM as there are so many different opinions):
MoBo: Asus Rampage V Extreme
Core: i75960X 3GHz
GPU: Asus GTX Titan X 12Gb
CPU cooler: CM V8 GTS
Power: CM V850 850W

I'm still in doubt on what to do with RAM.
I would like to buy some 32Gb RAM that is overkill, but not stupidly overkill. I like Corsair Rams.
 
Geez.. no way I would have bought the Octo processor for a gaming rig... yikes. Could have saved you hundreds if you went 5930K...

As far as ram... ram is ram is ram honestly. Pick quad channel DDR4 2800 Mhz CL14/15 and call it a day.
 
A 4790K will outperform that octo core for gaming unless you get a hefty OC on it... For $700 less...

I am very confused about all the latency / frequency opinions so I can't pick one I'm certain will work perfectly.
A simple opinion like:
1600 MHz 9 Cas will give you 99% while 2400 MHz 16 Cas will give you 100% efficiency would work. I don't know if this is true of course.

Well, first, your examples are comparing DDR3 to DDR4. And you can only use DDR4.
EarthDog gave recommendations. Mine are the same.

Do you think I will notice any difference if I go with some 2133 DDR4 instead? The price difference is enormous so I wanted to know what you think. I mean, can a human notice the difference while heavy 4k gaming?
