Strange problem

I bought a new Dell laptop off a forum. It is running win 8.1 when I installed a couple programs some of the setup boxes are messed up.
Such as Outlook where I go to setup outgoing and advanced settings. The part where you choose number of days until email is deleted from server the box where you choose days is cut off. I will post screenshot. This also happened in BitTorrent and another program. I tried reinstall of win 8.1 and also win 10. Same thing each time. Any ideas??

Cannot fix. If I change to fix certain windows, it makes everything too small. Will just live with it.
Thanks though the link helped me learn something new.
