Ad-hoc isn't readily available as it once was many moons ago. So here is the way I accomplish this.

Download and put both text files into a new folder ( you can also place in any folder you choose.)
Rename files with ".bat" ending. EX: Start Ad-hoc.txt is renamed to Start Ad-hoc.bat and Stop Ad-hoc.txt is renamed to Stop Ad-hoc.bat
Now right Click and choose edit on the Start Ad-hoc.bat file
Now find and replace "Your Network Name" with a network name of your choice. ( do not include quotes)
Also find and replace "Your Password" with a network password of your choice.(do not include quotes)
Save and close file
Now right click and create shortcuts for both of the bat files.
Cut and paste both shortcuts onto your desktop.
Right Click and choose properties on shortcuts.
Click Advanced under the shortcut tab.
Now choose "Run as administrator".

To start your Ad-hoc network click on the "Start Ad-hoc.bat" shortcut on your desktop.
Your Ad-hoc should now be visible. And you can connect to it by clicking on it like a regular network connection. Just look for your name you chose. You will be prompted to enter your password.

To stop your Ad-hoc simply click the Stop Ad-hoc.bat shortcut on your desktop.

Here are the text files to be edited
