Want to reinstall win 8.1 from recovery partition on laptop

I have an HP Pavilion laptop. I want to reinstall 8.1 from the recovery partition because it has been acting up. I tried doing this through Windows and it didn't work.

Can anybody walk me through the process? Alternatively, does anybody know HP's technical service phone number for Canada? I can't find it.

Except manufacturer's way of recovery, in Win8/8.1 there is usually also option to recover system from troubleshooting menu. I have no Win8 to check where it exactly was right now but it's one of the system features which also let you enter UEFI when laptop is booting too fast and won't let you use Del/F2 key.
