Refurb 9700 sapphire for 175$ I finally got it. Too bad I missed the pro for 200$, but this will do nicely.

what do they do to referb. a card?

Its usually a card someone RMA'ed through them. They just send the person a new one and then sell the refurb when it arrives Or else its a card that got returned and they cant sell as new anymore but it works fine.
