getting low voltage, need help.

my willamette 1.7 normally runs at 1.68v, where it should run at 1.75v. So i performed an operation and connected the vid pins to give it (supposedly) 1.85v, but it only runs at 1.78v. when i try to benchmark it O/C'ed to 2051mhz, the voltage dips from 1.78v down as far as 1.55v, and then it will lock up.

when i run mainboard monitor 5 the +12.00v reading ranges from 12.46 to 12.91v at idle, when i try and benchmark it, it jumps as high as 13.17 and as low as 11.46v. Btw, i have a 400w powersupply. Is there any way i can give it a little more voltage during cpu consuming operations? keep in mind i already did the volt mod, and my bios doesn allow any changes to vcore. thanks for all your help.
