Nope, like any game you need the full version to install any mods to it, in the case of UT2003 it's well worth it, grab it

We are working on a review on it at the moment over at OCG www.overclockedgamerz.com you will find that we are willing to check out and review any mod you would like to find out more about as we play UT2003 on a competitive level week in and out, you will find a few reviews there as we begin to review more and more.
