Any one know any router monitors, so I can monitor different IP's activities and usage, and speed? I have Linksys router.

Other than basic logs within the router, you'd need a managed switch to be able to get the kind of info you're looking for. port throttling, etc
 
You wouldn't need a managed switch.

You'd need a real computer doing the nat. Then you can do whatever you want. Sniff anyone's traffic. Kill specific connections. Throttle people back only for certain protocols. Disable nat for that person altogether. See what connections they are making.

All those things are above the level of what a switch deals with.
 
I used a program called Superscout a couple years ago, was pretty good for enforcing internet policies in the workplace.
