My PC configuration:
Main EPox Chip KT266A Support upto AMD TBred 2.6GB.
CPU AMD Athlon XP 2.2GB
AGP Radeon 8500 VIVO (Not ALL-IN-WONDER)
256MB DDRAM PC3200 run at 266MHz
DVD Sony 16X
HDD Seagate 20GB - 7200v

Windows XP Service Pack 1
AGP driver Catalyst 4.4 Full (3 in 1: Drivers, Capture Drivers, ATI control Panel)
MMC 9.0.0.0 - ATI Multi Media Center 9.0
(ATI WDM Capture Driver is chosen as TV input in ATI Multimedia Center Configuration)

The Windows Hardware Page (Windows system) shows that all drivers are properly installed.
Everything seems very good for capturing video. But it 's not that good.

When I start TV capture by clicking the TV button in the ATI Multimedia Center I got a problem.

Error: The TV player failed to initialize the video. Check the Windows device manager to ensure that the correct video driver has been installed and is working properly before attempting to restart TV.

Then recommend to check the PC.

I click ok. The ATI Multimedia Center Configuration is showed
I click "Run Tests". And My PC pass all following requirements. Nothing failures.

MMX Architecture

Processor speed 300 MHz or better

RAM at least 64 Mbytes

Has sound card

Sound card with clock stability better than +/- 0.2%

Operating System

DirectX

DirectX install

Graphics card

WDM (capture) drivers

DMA

Unfortunately I could not start the TV Capture.

But the Video output worked well. I see my PC screen on TV very well.

Does anyone help me out of this.

Thanks in advance.
