Where can I get the ATI tool?

I looked on the ATI site, and I must be blind, but I can't find the ATI tool. I'd like to OC my buddies 9600 se with it.
Anyone have a link? Or just direction would work...

or just download the latest omega drivers. they have radclocker, and atitool as an install option
