Just how much do we need.....

I got to thinking the other night when reading posts about different PSU's. What is a minimum that we should look at for the 3.3v rail and 5v rail. No matter what the computer is. Coul we say that the lowest you amps should be on those two lines is 30amps(each)? Could we say lower?
