I dont understand the memory timings. Help

Oh...that's easy it means that your compter only runs 2.5 hours a day, for 3 days a week, 3 weeks a month, for 7 months a year

the higher the numbers the less quality, but more overclockabilty, the lower the more quality and lesser overclockability.

In general, usually lower = better. Although RAM is limited as to what timings a given stick of RAM will do at a given speed and voltage, in a similar way as CPUs have their limits.
