antifreeze anything not safe?

I was looking for antifreeze and I wanted blue and the only thing in my area that came in blue was sold at a foriegn car shop, and it contained sodium hydroxide, which is a basic base and used for many caustic applications. So I wondered if it was fine to use this antifreeze and started thinking I wonder what else I should look out for. Also I didnt notice any antifreeze specifically stating that they had antibiotics of any type. Is it implied that they have antibiotics?
 
The most commen ingrediant in antifreez is Ethylene glycol, it is toxic to most life. Thus normally a biocide. However, I've seen instances where growth got by Ethylene glycol, thus I recomend adding a little iodine to the mix.
