QoS without access to router?

I'm in a university hall of residence and as a consequence I don't have access to the router. At home on my router I set the priority of different services using QoS and I am wanting to do the same thing here.

I was wondering, is there a way to set the priority of different sorts of traffic on the machine itself? I looked in the network connection properties (XP Pro SP1) and I saw QoS there but the only option was to check it or uncheck it... Basically I just want to lower the priority of certain services so they don't clog up my browsing habits.

Can anyone give me any input?
