One that hilights the areas where broadband service is, is there one? If not there should be.

I don't think there is such a thing...the telco's/cable co's don't want you to know how poorly they've done with those fat federal dollars they took in exchange for useless promises they never intended to keep. ;)

I was not able to find a map of the whole USA. However, a google search for "broadband availability map" (sans quotes) turned up many results for individual states. You could perhaps piece together your own map by getting most of the individual states.

California: http://www.cpuc.ca.gov/WORD_PDF/FINAL_DECISION/46428_D0505013_BBReport_Map1.PDF

Vermont: http://publicservice.vermont.gov/cable/BroadbandWithPopDen2004.jpg

Nebraska: http://ruralinitiative.nebraska.edu/broadband/files/Broadband_webready.pdf

Ohio: http://www.osc.edu/press/releases/2001/Ecom_Broadband.shtml

These are just a few I found with a cursory glance over the first couple of search results.
