I have two ethernet connections, one onboard and one nic card. Can I set one to be up and one down?

as far as I remember I believe you need software to do that on both ends. simply because source MACs and dest MACS would get confused

I have never seen an implementation like that among the many teaming options I've seen; I don't think that's something you can choose to do. Generally, it's either load balancing across multiple NICs, or it's a primary and failover.

Unless you have two completely seperate ethernet lines coming into your house, there would be no difference in speed if it were a single nic or two nics.

ethernet is full duples. What you want is a lot of effort for no gain whatsoever, even if it were possible.
