AGP video card for a AMD Sempron system

My friend currently has 2, or 4gb of ram, can't remember. An AMD Sempron 3000+.
Anywho he only plays World of Warcraft and wants to max it out as far as he can go so he asked me whats the best AGP video card out...I told him the AGP HD 3850 but I was thinking would that be too much for his crappy processor? Should he get something slower perhaps?
 
I dunno, though I have a DX 10 AGP card up in the classies.

The Radeon X1950 PRO will be more than enough. He could even go for the 7600 GT or X1650 PRO.
If he wants a DX10 card, the Radeon HD 2600 XT should fit perfect.
 
Yeah I was thinking the Sempron would bottleneck...but yeah I told him about the 7800 (if he can find one) or the 2600's
