XML Desktop - Active Desktop on 64 bit

I used to use the neat XML desktop in the link below on my old comp, but i'm having some difficulties getting it to work on my new PC. After looking around a bit, i guess it's a 64-bit OS problem (im running xp pro 64-bit). After going through the installation steps, there's a point where you need to go to Right click desktop > properties > desktop > customize desktop and navigate through the web tab. Only problem is, xp pro 64-bit doesn't have this tab....i think it's something related to active desktop not being supported on 64-bit OS's. Is there anyway to work around this? If not, does anyone know of other desktop tools to replicate something similar to this?

Its a pretty nice layout for those running 32-bit XP :).
