i set it to 1600 in the bios, but im not sure if that is what its running at...

Yes, your RAM is currently running at DDR3-1600. The DRAM Frequency field in CPU-Z shows the actual clock speed of 800MHz, which when multiplied by 2 = an effective clock of 1600MHz (DDR = Double Data Rate).
