RealTemp and recent versions of Core Temp follow the method recommended by Intel in their November 2008 Turbo White Paper. TMonitor and CPU-Z do not follow this method. At light loads, CPU-Z tries to report the full multiplier for consistent validation purposes. TMonitor is showing some sort of load modified multiplier that may not accurately represent the physical multiplier of the CPU when lightly loaded.
