Yes assuming you have a bluray drive.
Windows Media Center will not play bluray without a bluray player program.
But you can link most bluray player programs to WMC.

What is WMC.

If i have blu ray program how do i use windows media center to play.

you answered your own question WMC = windows media center

once you install the other program WMC should pick up on it's codecs and use them

Yes WMC is Windows Media Center.

Like on my HTPC I use Power DVD to play Blurays.
When I open WMC it will show Power DVD on the main screen and when a bluray disc is inserted WMC will ask if you want to play the disc with Power DVD.

It will "NOT" play bluray if your monitor is not digital. In other words, if you have a d-sub connection to your monitor, it will not allow you to play bluray.
