can i put them on the output side of fan ?

I wouldn't do it because the dust will collect in the fan itself and gum it up. It's better to put it on the input side.

Bull's right bud, Filters are best used on the input side.
Most people put it outside the case, meaning the screws go through the filter, through the case wall and into the fan on the inside.
