I have changed the values in the bios and nothing has changed as far as CPU speeds go. No matter what changes I make nothing happens to the actual CPU speed. When I boot up cpu-z still shows default clock speeds.

I'm sure it's something obvious, what am I missing?

Try using OC Genie in either switch position, then open the MSI Command Center to check the clock speed and current voltages / XMP settings, etc. For a 4.5Ghz clock, your particular chip probably requires more Vcc than the 1.22v you're supplying it (up to 1.35-1.375v in some cases; ~1.28-1.30v for a 4.4Ghz clock). If the UEFI detects any sort of instability w/ your current settings applied, then it will revert back to the default clock.
