there are hs's that are used by both brands of cpu's and that should be able to tell you which is hotter (i think mine is one of them but i dont rmemeber i read this a while ago)
 
The lastest P4's do not run cool compared to AMD, they actually run hotter since they run on a lower voltage at stock and their 0.13 Micron Processors meaning they put out more heat in a certain area than a 0.18 micron processor would since it has more room to spread the heat. Here's my point:

Athlon XP 1600+ - 62.8 Watts
P4 1.6a - 60watts

1800+ - 66
1.8a - 62 watts
