Any way to make scroll wheel act on the window that's under the cursor?

I've recently switched semi-permanently from my MacBook Pro to my new gaming rig, but one thing that's been bothering me since switching back to Windows is the behavior of the scroll wheel. In OSX, when you scrolled, whatever window was under the cursor was the one that moved, no matter which window was actually selected. Can I replicate this behavior in windows?
 
Dunno if it is legit, but wizmouse claims to do it (I don't know this software, beware adware or such - it could be fine but I haven't ever tried it):

Overall, autohotkey is probably the best option for multiple other reasons, but wizmouse may be the simplest solution for exactly what you are asking about.
 
Assuming you're referring to Win7, you could also use the Windows logo key+Tab to open Flip 3D, then while holding down the Windows logo key, rotate the mouse wheel to cycle through open windows.
