ASUS X99-M WS: Fresh Install of Windows leads to 2300 fewer PassMarks? Advice?

Good day, everyone!

So, I have really enjoyed my ASUS X99-M WS / 5820k combo for the past couple of years. Just by using the Asus AI3 Suite software, I could easily and stably score 15300 PassMarks on their benchmark test. (The base score prior to OC'ing was 13000.) However, after having recently re-installed Windows 8.1, the maximum PassMarks I can achieve is 13000 OC'd, with 11000 being the non-OC'd score.

I have searched long and hard for an answer, and I have also installed all the latest drivers available from ASUS for the MOBO. If any of you have some ideas as to what might be causing the problem, please kindly share.
