i am buying a pc from scracth for my first time and i was wondering if a pci express x3.0 graphics card is backwards compatible with a pci express x 2.0 motherboard

Yes, it is compatible. You just lose a little bandwidth but with a single card you probably won't miss it.

Are you "buying it from scratch" or building it from scratch or both?
