Sorry ahead of time for the obsurdly stupid question but....

i have 2 intake fans infront of my case and one intake on the side panel over the video card.....

i have 2 exhaust in the back.

i am putting a blow hole in the top of my case........
will that "blow" air in or "blow" air out?
(intake) or (exhaust)?

Are you wanting to cool a PSU with the blow hole? If so the unit would need to be rotated 180 degrees..Then you could reverse the top blow hole fan direction..:)
 
Better yet. Stack two fans on top of each other on the blowhole so that they are pushing against each other and creating a vacuum in between them. That way you'll have a mini-black hole in your case drawing any existing heat out ;)
 
My blowhole is intake. Originally was exhaust -- but that made no difference. Intake from top and side panel goes towards cpu fan, exhaust fan, and PSU fan (120mm on bottom of psu) for my best setup... it helps feed the exhaust fans with stale/hot case air.
