Can old applications and games be made to be displayed at higher resolutions?

Good old Need For Speed II displays at 640x480, is there any way to make it display at higher resolutions or are old apps programmed to only be displayed at low resolutions?

In general, no.

You just can't make sprites any bigger then they already are =P
I think alot of this stuff (resolution, even on older 3D engines) used to be hardcoded - some "newer old games" may have cracks to get higher resolutions, though.
