Did WARP actually happen?

Was WARP included with Windows 7, or did they dump that idea?

Seems like a cool idea for my laptop. It would make Sim City Societies almost playable with the help of my GPU running full blast...

It doesnt mention anything about being able to combine the technologies. Warp takes over in DX10 situations when the GPU does not support or fails to enable DX 10(bad driver). If your GPU is already doing work then I dont see how this could help.
