Digital camera suggestion for low light/night?

I'm looking for a good all around digital camera that has excellent night time capabilities. Settings for long exposures and low-light situations where the flash would not be used. Good optical zoom (10X-ish) and depth of field options are also a plus. Tripod mount is mandatory, obviously. True SLR is out of my price range but I can do up to the $300 range.

Well, i dont have any reccomendations, but a pointer... you want something with a remote plug or a timer. Cant hold a camera steady, even on a tripod.
