Dont know if this is a mobo issue or cpu issue

The problem: Main CPU fan will not speed up when under any loads but the fan is on no doubt

What i have tried:
Checked connectors, all fine
Reset CMOS and reset to factory defaults, did not help
Replace stock heatsink and fan with new aftermarket heatsink and fan, still no go
Updated bios, still no help
changed out power supplies, from 600w to a 700w, again no help

Computer specs:
Phenom II x6 1090t
Coolermaster 212+
4x4 gb ram
MSI 890 gxm
xfx HD 6770

what do you guys think? thanks for any help and let me know if you need more info.

Are the cpu temperatures showing to be moving up and down when checked with HWMonitor?
