Guys,

I feel really stupid right now. I have reset the bios on my x299 EVGA Micro and forgot to save the settings. Now I am trying to put the OC back but for the life of me can't remember all of the settings. I am stuck where I can raise the multipliers, and it shows in bios, but when I get into windows it still shows 3.3ghz. Even under load it doesn't go up. What am I missing?

By reset, you mean a clear CMOS or new BIOS? Not sure why you would lose the ability to change the multi.
 
I cleared the CMOS. I didn't lose the ability to change it, but changing it has no effect on the OC.

I found it, it was my C-states. Duh... I just had a brain fart.
