Some things to check: If you are using air - make sure your heatsink is clean. A build up of dust will increase temps and drop your OC cieling. You may want to remount your HSF with new thermal compound. Something else to watch - some heatsinks put so much strain on your mainboard that it bows. This damages the board over time - resulting in less overclockability.
