As far as possible. Depends on the chip really. My E8600 would only do a 57% OC(5200MHz) but my E6400 would do a 100% OC(4266MHz) with ease.

Push them until the CPU starts to smoke then back off 5%. Just kidding! Push them as far as you can. I had my E6400 at 4ghz on phase, so anything is possible unless your phase unit breaks like mine did.

As a long time runner of phase i would always push it as far as possible. I can't see any point in running it uless you do.

tru true, at the price you pay for phase cooling you might as well make it call worthwhile and get double your original speed
