How to change the parameters of automatic GPU idle underclocking/voltage etc?

At the moment my video card downclocks when relatively idle, but I'd like to tweak it so that this automatic downclock is even lower, and I want to try undervolting it as well. The key is that I only want this setting to occur at idle or low usage states. Is there any software available to do this?
