Did you use the thermal pad that came with the heatsink?
If you have some Arctic Silver or some other thermal goop, You might want to reseat the heatsink. Also, is the fan blowing down onto the heatsink? It's just about impossible to see if the heatsink is making good contact with the CPU core. Until you can get some AS5 at least, & a better heatsink, I would suggest you leave your computer at the default stock settings. 69°C Shouldn't hurt your CPU over the short term, but I would be a bit wary about those temps for a prolonged period.
