Did you use the thermal pad that came with the heatsink?
If you have some Arctic Silver or some other thermal goop, You might want to reseat the heatsink. Also, is the fan blowing down onto the heatsink? It's just about impossible to see if the heatsink is making good contact with the CPU core. Until you can get some AS5 at least, & a better heatsink, I would suggest you leave your computer at the default stock settings. 69°C Shouldn't hurt your CPU over the short term, but I would be a bit wary about those temps for a prolonged period.

Yeah I used the AMD thermal stuff that came with it.
I shall get some of the artic silver with the 947U and a large quick fan.

Someone is well on there way to a great OCing setup... I would recommend ThermalTake Smart Fan 2...
 
Right I shall order these parts. Next Wednesday, so I recieve them begining of next week:

Thermaltake Smart Fan II
Artic Silver 5

Anything else I might require?
