i7 860 will not do 3.5GHz regardless of voltage

I'm having trouble with an i7 860 that I've got for the latest revision of my ITX rig. The chip runs fine at stock settings, and 3.2GHz at stock volts, but as soon as I try to push up around 3.5GHz, it immediately locks up on Prime95, even with up to 1.35V going through it. I'm pretty sure an 860 should be stable to well above 3.5GHz @ 1.35V. Any ideas?

Please post screenshots of CPUz. The first tab, main and SPD please (host internally to the site, not 3rd party...).
