i7 920 D0 Can't find steady low vcore at 4ghz

Hello. I've been trying to OC my cpu to 4ghz and it seems impossible. I've spent countless hrs tweaking settings and trying to get it stable without going out 1.4v on the vcore (which I'd like to be my max vcore). I've only gotten it stable at 3.8ghz at 1.4vcore. I'd like to achieve 4.0ghz if if not that atleast 3.9ghz. What suggestions do you guys have to make this work? Thank you!

... you may need to adjust VTT for added stability w/ 12GB of RAM installed, and may also get by w/ less PLL voltage and Vcore.
