Is my 3900x throttling?

So I am having some problems with FPS drops in game.

PUBG in most populated areas will see 90FPS suddenly stutter and drop to 35FPS, then return. I'm wondering if its a CPU throttling issue.

My old Ryzen 5 1600 (cooled with H100i) + X370 Mobo...no issues.
Upgraded to Ryzen 9 3900x (h100i doesnt fit in case, so using AMD wraith stock cooler) + X570 Mobo...now i have problems. This is also on a FRESH Windows install with latest chipset drivers. Graphics card remains same Vega 64.

When running Cinbench R20 I'm seeing 89C peaks. Is this any sign its the problem? Unfortunately my RAM hits the h100i in this new Corsair 175R case so I cant use it. A 120mm AIO cooler would fit, but I dont know if that would be good enough.

Any other ideas?

Please give more complete information about your components. Which x570 motherboard? Which case? How's he ventilation in the case? Have you monitored temps during gaming? What about storage? Spinner? SSD?

The info in your Sig is out of date.

Ok maybe its not thermal throttling...
I installed the Corsair H100i (240mm AIO) back in right now, but only put one fan functioning because the 2nd fan hits the RAM.

Fired up Cinebench R20 again and now I am only seeing 75C full load. However, I'm still getting FPS drops in PUBG...frustrating.

Ryzen 9 3900X
Asus TUF X570-Pro
16GB Corsair Dominator 3000MHz RAM
550W Corsair Gold PSU

Yea that's at the throttle point.

Turn off SMT and see how the temps look. This will enable you to drop temps while keeping the boost efffective.

I would just let the rad hang out if your case and run both fans. That 3900x will beat on an aio 280

Is this the newest Win10 June update?

Zen2 CPUs respond to better temperatures by boosting higher. at 89C you're definitely leaving performance on the table. I haven't seen an indication that they throttle before 95C, but I could be mistaken. Here is some info about it https://www.gamersnexus.net/news-pc/3492-ryzen-cpu-thermals-matter-coolers-and-cases.

Can you play with an OSD monitor like Riva Tuner (combined with either HWiNFO64 or MSI Afterburner) and see if CPU or GPU are running at 100%. Keeping in mind CPU 100% will be on 2 or 4 cores.

What settings is your Vega64 running? Mine will drop an occasional frame if the HBM is run over 1050MHz. You could also be hitting a power limit. You can actually see a graph of everything using the Global WattMan utility in the driver. If you hit a power limit or your Hot Spot temp (oddly not reported in Wattman and somewhat ignored by AMD) reaches 80C, the Vega will throttle.

Sounds like you need a more capable case with more room for radiators and better air flow.

Motherboard was good with 3700x... I wonder a bit about the 3900x.

550w psu... vega64 (295w).. and a 3900x(95w...but not really...)...

Ryzen 3 starts to throttle at 95C iirc.. I know it isnt 90c.

My Killa-a-watt meter reads 395w full load, and with the Gold PSU, I dont think power is an issue.

I believe I MAY have figured it out...I reverted back my AMD drivers to the previous version and it seems to be better. Won't know for sure until I spend a little more time though.

While on topic - with my H100i using ONLY a SINGLE fan, I'm now seeing 75C full load compared to 89C with the AMD Wraith Spire. Going to see if I can find a slim fan, or maybe I just need to look into getting a better case and donate this case to the wife's computer so I can get better airflow and fit the h100i with both fans.

Yeah the 550W is going to be okay but less than ideal efficiency, if you're using the stock power limit on the Vega64, but I've come pretty close to 550W (from a kill-a-wat) using the liquid cooling bios and feeding the GPU 2.5V in firestrike.

I am corrected. Thank you. Was referencing the Open-Source Register Reference For AMD Family 17h Processors Models 00h-2Fh. My bad.
