Why would you ever want to underclock a desktop pc... these aren't laptops we're talking about. Unless your computer is really unstable, you shouldn't have to reboot either.

Gosh, I had better articulate better. Rebooting and overclocking go hand in hand. Trying to get the fastest stable speed is a time consuming process. The biggest chunch of time in the process is spent waiting for reboots.
